RLST changes to RICeST

Regional Library of Science and Technology changes to Regional Information Center for Science and Technology. This title changing is based on the international deep changes in scientific and information services and plans, and also the urgency to keep pace with information technologies. This matter was discussed in various meetings of the Office of Research Affairs of the Ministry of Science, Research and Technology and was finally approved by Dr. Zahedi, the Minister of Science, Research and Technology.
